Haozieth has not been himself since the ending of the previous world. He has alternated between all consuming rage, desperate terror and utter apathy.

The laughter of the Weyr rats changes that. His new world is too hot/cold/light/dark by cycles but if it allows for laughter and play maybe it isn't so bad. He tries to reach out to the children to encourage them to come closer maybe even touch one of the eggs but either they do not hear or are too scared.

That's alright the dragon thinks it's nice enough that they are laughing, better laughter than whatever everyone else has going on.
